How do you know it would have zero effect exactly?
The transactions of cheats happen in, and through the US, so it seems like it would have at least some effect. Not all cheats are sold out of country, but even if that was true, it would still have an impact. It’s only part of the solution, not any single thing is going to completely solve the issue. At least make it less convenient and harder for the cheat sellers?
Activision just won a lawsuit against Engine Owning selling cheats. They were awarded 14 million in damages.
