@Axs5626Sxa5001 I should clarify; 80% of people I get killed by are on KBM. Perhaps not the population, but it is in every game lobby I play in nonetheless, and I play the game a lot.
And there are both logical and mathematical explanations for this:
Logic: I play with my partner who isn't as seasoned in FPS gaming, so we play very quietly when we're online together, survivalists if you like. The opposite of aggressive players, relying more on good old fashioned surprise tactics and effective flanking, and a lot of luck! So, as the players get knocked out of the match, the probability of encountering an "elite player/cheater" increases, logically. In the top 5, you can almost guarantee at least one team will be cheating due to their pure advantage over the rest of the lobby in reaching the latter stages of most matches. I then get killed in the top 5, spectate my killer, only to find that he has the complete absence of recoil on his guns, and the movement of a mouse user.
Mathematical: Let's say 1 in 60 active players use mods on console now (which they obviously do, based on the many available threads, videos, streams, forum posts, sales, tutorials, Tweets, bans, etc). This means that every lobby will have a probability of at least one modder per lobby. More, due to the fact that they tend to stick together and mod together, so that makes three modders per lobby, at a minimum. Again, as the game ticks on into the later stages, let's say I've survived until the final 3.. I'm suddenly against a of modders (usually two, because they really are everywhere and are blatantly obvious to spot) so again, I will die to them, and spectate their gameplay only to predictably find a complete absence of recoil on any gun (usually the Havoc and R99 for obvious reasons).
This is a perpetual cycle and I experience it daily, without fail. I save video clips on my HDD of it happening for the rare possibility of being actually able to do something about it one of these days.
I think for some people, seeing the gravity of the issue is impossible due to not meeting the criteria of:
SBMM putting them in lobbies with "players of a certain skill level", combined also with making it to the late stages of most games. It's easy to die immediately and spectate your killer to find someone shooting and playing normally. I could do that too, and I'd be ignorant of it too. The issue is that, beyond a certain skill level, you get matched with these knuckleheads in every match, and if you survive long enough on average, you'll see them ALL the time. And I really mean all the time.

@littlxr I'd love to see your clips. Can't you report them in game?
I play this game a ton and about half my games end up top 5 with 10% overall as wins. I do not share what you believe tho. There are moments I get killed by crazy stuff and suspect something fishy but it is more like 10% of the time max.
You've mentioned the havoc a few times. It barely has any recoil at all. It goes straight up and with the headshot multiplier fries people quite easily. You dont need a recoil macro for it. Watch Itempz or backoffmyjankz to see how easily they control it.
