The Wingman does have recoil, quite a bit actually, but if you can overcome that, than it's a great weapon. The Peacekeeper on the other hand is definitely inconsistent as F. I walked up behind some afk guy, ADS'd him in the back and got 7 damage. I was puzzled. Shot again, downed him.
The Wingman doesn't have recoil. You can spam it and hit the same spot every time. There is just the illusion of recoil as the gun goes up after a shot, but it goes right back to center for the next shot.
