I have had this issue for about a month now. Just after the season started. Playing on Xbox works just fine. I have contacted the live chat agents who just say it's "being worked on."
I have no ban history and the agents have confirmed that there is no ban on my account. One of the recent interactions claimed it is being resolved and I should expect an email confirming that sanction being removed within the next 10 days (5 days ago). No emails as of yet and still unable to play on steam.

EDIT: So as of today there was an update to my ticket and it was closed. I now receive a message when loading Apex stating that my account has been permanently blocked. Additionally, there is now a record showing on my Ban History that was not there prior to today. Though, I did not receive any email or messages about the ban. Maybe now that there is something to work with, it can be resolved and corrected?
Ive been having this issue since early may. Went through the processes already; told no restrictions found so i reappealed then was told i was banned. A month later with daily login attempts permabanned now. No longer able to access the lobby for few seconds and console is also perma banned
