Apex Crossplay not working

I play Apex Legends on Xbox and when i try to play it, It says crossplay is enabled but when i play Arenas barely anyone is playing and all the players are on the same platform which makes it impossible for me to play Apex trios/duos without a pc friend. I've had this problem since i started playing
