Fixed my issue, apparently it's caused by MSI Afterburner and Riva Tuner Statistics Server (RTSS), unsure why this issue is caused, only in Apex, but yeah
I am not doing any overclocking settings, I just like to run RTSS on all games to monitor performance but for some reason Apex just started not being into that
Try fully closing MSI Afterburner and RTSS if you have them and see if your issue is fixed
