I have the same exact problem. I am on a Windows 7 machine, and I run the game out of Origin. After the update on Wednesday 27.7.2022, I got a message saying "Your Windows 7 system is too outdated. Please install KB4534310". I did that and now I can launch the game. It doesn't crash me out, but when I move the mouse it causes the game to stutter, or pause. Even in the loading screen and front lobby. Matter of fact, I can move my mouse fast in a circle and get the game to pause or "lock up" as long as I'm moving the mouse. Once I stop moving the mouse, it unpauses and goes back to normal. The keyboard doesn't cause any problems for me. I'm using a Logitech G502 mouse.

@2307mia I haven't done anything to lower the polling rate of my mouse or keyboard. I could try that I guess. In Apex, I'm currently running the mouse at 400 dpi with a polling rate of 1000.

@2307mia So, I just now tried different polling rates for my mouse. My original polling rate that I've been playing Apex with successfully for 3 years has been 1000/second. But after the update on Wed July 27 was when I've seen the problem I described above. I just tried decreasing the mouse polling rate to 500/second. I noticed a sizable improvement in the stuttering. It was still there, but less pronounced. I then tried decreasing the mouse polling rate even further to 250/second, and I hardly notice any stuttering at all. I've only played in the Firing Range, so I need to play in some real matches to try out the 250/second polling rate to see what my mileage is like.
But I'm curious what in the update could be impacted by a high polling rate. Especially where I was able to have it set high (1000), and now need to have it set much lower. My understanding is that a high polling rate is better. I shouldn't have to nerf my polling rate just to be able to play.@EA_Kent , tagging you as well, for your information.

Okay, so I've been playing matches for the last 45 minutes or so, and I still get mouse stuttering at a polling rate of 250/second. It definitely is no where near as bad, but still is noticeable and affects gameplay. It affected some of my firefights. The lowest that the Logitech Gaming software will let me go is 125/second. I'll try that for a bit.
This still stinks though, and is no where near a solution.
