I'm having the same issue. Is there any solution as of July 19, 2020.
I've already done those above steps yet I'm still unable to install apex legends.
EDIT: I solve the problem by changing to a different network.
Note: If that doesn't work for you after you change to a different network, restart your PS4 and it will continue to download.
