Lot of errors and issues there @BaronArron so the best thing to do is go ahead and run System File Checker tool to repair missing or corrupted system files:https://support.microsoft.com/en-ie/help/929833/use-the-system-file-checker-tool-to-repair-missing-o...
If the issue continues please make a new Windows Admin account and try there.

Hi, I performed all the instrcutions at that link, and it has not fixed my issue. I have attached the newest DXDIAG file from just now after my most recent attempt. Can you explain what you mean to do by the second part you suggest, is that my Windows User Account for my whole PC?

Hi Darko,
I have done so with a Test user account set to Administrator, and this did not work either, reproducing the same error. I have taken a DxDiag file from that user account after trying to run Apex.

Same issues and errors appearing in the new DxDiag @BaronArron.
It could be that you are having issues with your OS.

Hey @BaronArron all I can suggest is to troubleshoot.
There are different issues there that are account related and otherwise.
