EA accounts cannot be merged at this time.

Unlinking your Xbox from account #2 and linking it to account #1 won't transfer your data from your Xbox.

Account progress is stored on the EA account and not the platform account (e.g. Xbox, Steam, PSN)

So unless you don't mind losing all your data on the account you are relinking, I wouldn't recommend doing so.

So once I get the prompt will I be able to merge all platforms into one then. Im so lost. PC is my primary account with the highest progess. PS is the second, and for xbox I just want to have my PC account progress. Also since PC and PS is both under the same account will the progress both merge? For exmaple will my PS skins all merge to my PC account and now be shared?

All platform accounts under the same EA account will merge together.

So if your PS and PC account are under the same EA account, then yes, all the progress (skins, currency, e.t.c.) will merge and you'll be able to access them from both accounts)

Thats crazy. There is going to be scenarios where alot of people including myself that are going to miss merging with their 3rd or even 2nd platform because of this. If only this was announced months back to prep people to link or move their accounts together to prep for this migration. Or even a system to link accounts prior to the merge.
