My friend was trying to download Apex Legends, but after he came back, the download was over 100%, and the download would never finish, he's tried uninstalling, logging out, restarting, and anything else he could find online, but nothing has helped. Any ideas/fixes to this?

Sorry to hear about the download trouble you and your friend were having over the weekend. Hopefully it was fixed by now, but if not it sounds like there could be some permission restrictions on the Windows User Account or firewall/anti-virus related.
Try right-clicking on Origin and select "Run as Administrator" to see if that gets around this.
It could be anti-virus/firewall related, be sure to add Origin to your anti-virus exception list.
Download stuck? Go to Origin -> application settings -> installs & saves. Change the "Legacy Game Installers" to another folder on your computer. Restart Origin and install it.
