Honestly tried everything ive found online to no avail. Desperate for any resolve on this. file doesnt exist in steam folder. searched for the file and then cant move the file as PC cant verify file location. HELP

A friend of mine has the same issue. we was trying to find the file, but it does not exist. neighter does the folder the error referes too.
@EA_Atic& EA_Kent and yeah he have tryed reinstalling the game , and then installing it on steam. same error. done a clean boot and updated grapic driver. Still error.
