You are missing visual c++ 2012 x86:

Would also suggest you remove some of the multiple versions of 2008 you only need 1 x64 and 1 x86 (latest version you have installed) The 2 installed versions that ends on.6161 you can leave
For the fps max.. you go to origin right click on apex then game settings.. There is a launch command line you enter something like this: +fps_max 60
which limits your fps to 60..
Not sure if any of this is going to take away your issue
