Guys, i found the solution, UPDATE your VIDEO GRAPHIC CARD'S DRIVER, it FIX the problem !
Other folks in the thread does updating drivers help with this?

My drivers are always up to date, even after attempting to update them it does not fix the issue as it always tells me my graphics drivers are up to date with the latest updates. Radeon Boost is disabled in my settings by default, so I do not know what the fix for this could be. @EA_David

There will never be a fix for it . Just avoid heat shields . It's the only option the majority of us with this issue have .

for me the driver update worked. windows tells someone the new and best drivers are installed but upon checking the radeon software it showed me that i could update the whole radeon software. when i did that it told me during installation that the drivers are getting updated to the latest version. i think it really is the driver issue as well since the heatshields worked after doing this.
system specs:
Ryzen 3 3100
Radeon rx 570 8gb16 gb of ram
