Have the same issues for few days now (since around Wednesday). FPS is really low, grapic loades really slow, I can't move my mouth without having a slow motion like experience.

Thought this might be similar to the below topic and tried most of the suggested steps https://answers.ea.com/t5/Technical-Issues/100-CPU-usage-troubleshooting-steps/m-p/10707752#M133286.
- If you're using an Nvidia graphics card, try updating the drivers using the Express method. Then, launch the game from the GeForce Experience.
- Use the Windows System File checker or a new Windows profile: https://answers.ea.com//t5/Bug-Reports/CPU-usage-100-all-the-time/td-p/10689953
- It's possible this is related to Windows Defender. These instructions may help.
No issues on other games. Drivers up to date.
Also tried:
- launching with advanced options and inputting "-novid -high +fps_max 0 -nojoy" per YT instructions (https://www.youtube.com/watch?v=f99f5ys1nBs).
- turning off fullscreen optimization for r5apex.exe
- setting graphic prefereneces on Windows level to High Efficency for Apex

Did you find a solution?
I fixed my issue just by setting the game to windowed mode. I was always playing on borderless windowed. I can now also play apex legends on high texture streaming budget. The fps might drop to 40 minimum (during the first 40 seconds) but then it's back to normal.
