Your Apex game data is saved to your EA Account, (which means that when you had unlinked your Steam Account, it had lost access to that data).
To regain access to your Apex data on Steam, you would have to relink your EA and Steam Accounts, (which should allow Steam to access the data once again), however, there's also a chance that it might not bring back some, (or all), the data to Steam.
You could also play the game from the EA App, (where you would only need to log into the EA Account that you were using when you had played on Steam).
