So, to whoever still having this problem or whoever in the future having this problem I found the solution to the no prompt. First is that you steam account is link to a whatever EA Account, if you don't know what EA account is link to there is a very easy step for found this out.
1. log in using your steam account.
2. Go to account setting and go to connection.
3. Click Unlink next to you steam account
4. Launch Game again now it should give you a prompt.
