Apex Legends PS4 "Waiting For Precache" Error

I have been experiencing thus issue ever since the v3.0.1.7.8 Apex Legends patch on my PS4 Pro console. Ever since the update, I have been unable to play Apex Legends. 

Every time I boot up the game, the startup screen lags horribly, along with the accompanying audio. When I get to the title screen and press X to get into the game, it keeps me softlocked, infinitely loading the "Waiting for precache" prompt. While it is quote-on-quote loading, the menu animation keeps freezing every 2 seconds. I have tried a lot of things, such as having my console cleaned out, rebuilding the database for the console, and even deleting and reinstalling Apex Legends itself. But nothing has resolved this issue, and I am not sure what to do.

I once let it try to load for over an hour and it still has me stuck on this screen.

I only have this issue with this game, it should not be the console itself.
