You seem to be a bit behind on updates.
Try updating windows.
Update your GPU driver: https://www.amd.com/en/support
Then a OS file check:
- Open an elevated command prompt. To do this, right click the Windows button, and then select Command Prompt (Admin). If you are prompted for an administrator password or for a confirmation, type the password, or click Allow or Yes.
- Type the following command, and then press Enter.
DISM.exe /Online /Cleanup-image /Restorehealth
Note It might take several minutes for the command operation to be completed.
- Type the following command and press Enter.
sfc /scannow
Note It might take several minutes for the command operation to be completed.
- Close the command prompt

Both are always updating when its sees there any update, i was checking it and i cant find any update for both.
(Edit: i was checking the official microsoft site, i still not got the latest update it was released yesterday but i dont think if its can be a problem or i dont know).
and the CMD results wil be in screen shots.

Alright, and in Apex have you set the texture streaming budget to 6gb?

Try it at 6gb and take note of how much system ram is used in game
