I was able to fix by removing a usb flash drive... It may sound dumb, but maybe that will help you.
I dont usually have a USB flash drive plugged in either but what i did to fix the issue was
Plug in an USB flash drive, launch Apex.
Remove USB flash drive at load screen, end Apex with task manager.
Re launch Apex
It took a minute for everything to load but this def fixed it when i didnt have a USB flash drive plugged in when the issue arose.
Thanks, this is a ridiculous solution, but it worked for me. How they managed to screw up loading though is beyond me.
