Exactly the same problem here, but in my case started with the last patch of Season 4. Then when Season 5 came it was all good, but with the first update of Season 5 --when we got the return of World's Edge and the Quests --the problems came back. I usually can play after 5-10 min without much trouble, although sometimes the stuttering comes back in small dosses.... But there are some days when it is unplayable, can't even loot...
I guess they have to get better servers or it has something to do with my low specs of my laptop --I also barely get the minimums to play. I play on a Dell laptop : P
We have to remember that this is a free game though... I always end up thinking this...
