A way to mitigate the issue has been found. This does not fix the textureless legend models, nor does it entirely remove the lag spikes, but removing charms from all of your weapons stops you from getting lag spikes every time you equip a weapon, making the game much more playable.

The same texture issue happened for me on Windows 11 + AMD latest drivers (dx12).

Thank you for that insight, I have the same problem.
Would lag spikes still happen upon picking up a weapon that already has a skin and charm on it? For example, picking up a weapon from someone's deathbox or that someone dropped?

@naginata_56 Yes. The issue lies with loading assets at all, so any time you load a problematic asset (e.g. picking up a weapon that has another person's charm on it), your client will hang. I'd recommend refraining from picking up weapons another player may have tampered with mid-fight whenever possible until the underlying issue is fixed.
