Annoying input lag?

I've been having constant input lag and congestion symbols when I'm playing today, since the update dropped. It's almost unplayable at this point, when it was working fine the rest of the week.

I have a brand new laptop with these specs:

processor: Intel Ultra 9 275HX

gpu: Nvidia 5070ti (12GB)

RAM: 32GB

ssd: 1tb

I have the settings adjusted to getting high frames - so nothing is set on ultra (usually mid to disable things that cause GPU load), but it keeps randomly stuttering. My usual FPS are 220-230. 

Like I said, it was fine yesterday, but now the input lag and congestion is... constant, like every couple of minutes I'll be stuttering. 

Also my Internet is great. It's not an Internet problem.
