If you have a Nvidia GPU you can go to Manage 3D settings> Program settings.
Then find Apex in the drop box or add it.
In the list of settings below is an option to set Background Application Max Frame Rate.
Select a new framerate, hit apply and test it out. (game needs to restart to apply changes)

Unfortunately I'm with AMD (RX6600) and in the "Adrenalin" tool there's no such functionality, so my only option would be to pass an argument (if any) to the EA launcher before the game starts.- 3 years ago

The "FRTC" is used when you use the "Adrenalin" (AMD's software) for ingame settings, sadly it is unrelated to the limited background FPS.
(It's already set by default to 144 - due to the monitor's refresh rate)
The thing is that most likely the game has it "hardcoded" and no option to disable (or at least increase) through the game video menus, so I thought there should be a "hidden" parameter that I can pass to the EA Launcher, for example - "+fps_max 144" will set the ingame (while playing) FPS capped to 144
