CANNOT BUY EXOTIC SHARDS IN STEAM

I could not purchase exotic shards in steam. 
I added the funds on my steam wallet and when i tried to purchase the exotic shards, it wont let me. like when i press authorize payments nothing happened. I need help on this.

    Hi @DotRyu,

    Can you please try signing out of Steam, restart your PC, sign in again, and see if you're able to complete the purchase?
