Were you in a ranked match immediately prior to this error showing up, or has that been appearing for a little while now? Based on how long you mentioned playing, I assume that's on this account and not an older one - this one is level 20 and completed the challenges needed for ranked, right?
There are no bans or restrictions on the account that I can see, so I'd try the following to force an account resync and see if that changes things at all.
- Fully close Apex
- Log out of PSN
- Restart your console
- Log back in
- Restore licenses on your console
- Relaunch Apex
Aside from that, which data center are you typically connecting to? Are you able to switch data centers to see if that makes a difference?
If you're able to connect to other modes, can you try a couple pubs or Mixtape matches and then see if you're able to swap back to ranked afterwards?
While less likely since you've mentioned being able to hop in on other accounts from the same console, it may be worth clearing local Apex save data and reinstalling. As a last resort this won't impact your progress, but may wipe any individual settings changes you've made.
