Cannot select datacenter PS4

Hi,

for some weird reason I do not get the options when waiting on the main screen for a few minutes. 

I want to see if when manually selecting a datacenter my performance in game improves. I am in the netherlands and have a 100mbit glass fibre connection so it is fast. Hower I have too much lag which is annoying. 

I read about the select datacenter option and my friends on ps4 have no problem using the option. 

However for me it just does not turn up. When pressing option after 2 minutes also nothing happens. I deleted the game and did a fresh reinstall but the issue still persists. Any help?
