cant appeal anymore
how are people that have been false banned supposed to fix their issue if they cant reappeal

While you're able to create multiple appeals, there is a limit on how many times our team can review the records and logs of what took place while hoping to find a different outcome. The Terms of Service team ultimately bases their decisions on the activity and behavior they're able to verify within our own records, and subsequent appeals are performed by a different member of the ToS team to make sure a fresh pair of eyes takes a look at the situation.
If there have been multiple appeals declined to the point where no further appeals are available, I'm afraid that would be final and cannot be changed or appealed through any other channels.
