Cant create ea account on xbox

Nothing works I've tried clearing cache

Restarting both my console and hot-spot 

Uninstalling apex the re-installing

Dns change 

Port change

Using different emails

Passwords

Names

I've tried creating an ea account on another device works fine on the other device but that account can't sign in on console either it say where having technical difficulties or you're credentials are wrong so I I tried reset password one major problem there is no email in my inbox from ea or apex at all and I know this cause it's a brand new email with no other emails but one from Microsoft so WTF do I do when even using different internet providers don't work ?
