Can't Reach 30fps on a Modern Gaming Laptop

I've installed Apex Legends on the internal SSD of my Dell Inspiron 15" 7000 Gaming Laptop and I can't maintain more than 24-5 fps at absolute bare minimum settings (All graphics minimum, 720p windowed. My machine is running:

• Windows 10 64-bit (1803)
• i5-7300HQ CPU
• 8GB Ram
• GTX 1050ti
• Latest GeForce Driver (Feb. 4, 2019)

As far as I can tell, far weaker systems are able to maintain at least above 30fps so I'm at a loss as to what the issue might be. 

I've attached an image of my task manager while running the game and you can see just how much of the CPU and GPU is being used by the game while no other programs are running.

If anybody has any ideas of what might be going wrong I'd appreciate some feedback.
