choppy framerate when moving a mouse

I had this problem a little bit ago. What fixed it for me was making sure wallpaper engine is not open, cap your fps at 190, making sure you have the command line "-freq "whatever your moniters refresh rate is", making sure none of the applications where apex is installed have it to "Run as administrator" or "disable fullscreen optimization", also to make sure your mouse it at 1000hz
