Connection Issues...

Hi I'm having some very strange disconnection problems and I wondered if anyone knew how to interpret WinMTR results for me. When I am playing Apex, I disconnect really frequently and I will just be running in place on other peoples' screens, although I am still able to move around on my screen, for about ~15 seconds and then I'll come back. I read somewhere that WinMTR is a good test to run to see what's going on so I did that, but I have no clue what the results mean. I gave it a try though and I noticed that one IP is the outlier showing bigger numbers than the others which I've listed below. I looked it up and in fact the company Liberty Global is the one that my ISP (UPC Austria) belongs to. This disconnection also happens to other programs, not just Apex. Does this mean my ISP is just straight up awful? Any advice from someone more computer literate than me would be great. (By the way I am literally the only one connected to my internet and through Ethernet with a brand new router/modem dunno the proper term it's a ConnectBox) I've attached the WinMTR results from 3 separate occasions but they're all 3 very similar.

Edit: I used this IP 63.251.234.53 for the target one for WinMTR as I found that on google to be the Apex Western Europe IP.
