I have similar hardware, I'm also from Germany and I can see the same problem. After reaching Master rank the game became unplayable for me. It feels like the enemies always have a higher ping and are always given preferential treatment. I'm dying even though I'm already in cover. My movements feel delayed. The slowdown effect in appropriate situations is much stronger and lasts longer than normal.
This is the only game with such problems.
