That setup would be fine with 8GB of RAM. Unfortunately 4GB doesnt really cut it. As for the Q9650 on low/med settings that CPU plays pretty much anything. Yeah you'll get a console experience with 30-40 fps but it is quite playable. EA should patch the game to accept the Q9XXX series CPU's
