Have you tried clearing your game cache and or repairing the game files/reinstalling Apex? This might help.
Maybe try repairing/reinstalling DX12 or reverting to DX11.
Let me know which of my suggestions if any fix your problem so that I might be able to help others in a similar situation.

I just re-read your comment and I think repairing dx12 is something I can figure out how to do.
