Cross progression not working

Both my PSN and Steam accounts are linked to EA. My PSN account is the account i used the most but i want to play on PC now... When i booted up on PC it told me to link the account and i did but when it finished it just went into the ready menu and shows i am a level 3 with no characters unlocked or anything.... 

Please Help!
