oh jeez again? it took me like an hour, now another hour to wait for it...
just open game settings in origin and change language there

Worked for me, no need to re-download the Game, just switch the Apex-Language to English and it´s gonna automaticly download the missing parts, after this you should be able to start it.
My game is in English, All the setting are English, Have repaired the game, Have redownloaded a fresh install.........
Still wont run. ☹️
Ok so after many attempts here how I have got the game to work.
Deleted all the files that were causing an issue, updated the game. got into the setting of the game and disabled all of the subtitles and such.
Now the game seems to run,
