Error Code Wheel/ Connection timed out

I've been attempting go play and I constantly have gotten a code: wheel error and connection time out errors. I occasionally will get into a game but after it will tell me connection timed out. I've tried resetting my router, delete and reinstalling the game, re test my internet connection to my ps4. It 95% of the time will still give me the same error. I just don't know what else to do to try to fix this error. Any feedback would be appreciated.
