This has been happening for around a year for me. Its something to do with vsyn/gsync.
When I use msi afterburner to limit frames it doesnt happen but if I use vsyn/gsync it happens every single time. Really wish this would get fixed it's really annoying. I don't want to use msi afterburner because I get hitches and a wobbly screen effect when using it. Put's me off playing on pc entirely to be honest.
