Flickering when using heirlooms

System type 64-bit operating system, x64-based processor

LG UltraGear monitor 27GR95QE-B.AUS.

Just moving around with an heirloom causes the screen to flicker.
The heirlooms I have are Fuse and FF7.
When not having the heirloom equipped there is no flickering.
Flickering always happens when walking forward.
I can confirm this happens with HDR on and OFF through windows. With many of the in game settings adjusted. For the monitor I have changed through different color spaces and gamma values and brightness settings yielding the same result.

Same results when using a single monitor or dual monitor

Same results when having overlays on or off. 

Pretty disheartening as to resolve this I just don't play with heirlooms I spent hundreds on.
