FPS Drops after 12.3.19 update!

FPS drop after 12.3.19 update! I am having some serious drops on the character screen and in game. I was running 4k on my GTX 1080 before the update just fine and now I'm around 30-40. Same with in game! FPS will go up to 60 in some places and mostly stay in the * for the most part! It is unplayable! This is ridiculous! Please fix this!!

I dont have fps drops like you guys but I noticed the framepacing is off since the patch on the 3rd.Looknig left and right at certain speeds makes the environment micro jitter/jiggle.It's subtle so many might not notice it.
I have a 1080ti/9900k/16gb ddr4/970 evo and I#m playing on mostly medium settings to reduce the frame pacing as much as possible.
