it just happens randomly at any point on the map and no I havent watching usage.How can i do that?
If you open up the Task Manager in Windows (Ctrl+Shift+Esc) there's a tab there for Performance. You should be able to see your CPU and GPU usage there.

i did that and this happened. So i got into the game and my cpu usage was 100% while my gpu was somewhere at 60% - 70% and the stuttering happened. At that point my cpu usage was 20% percent and my gpu usage went down to 40% or something. When the stuttering went away it was back to old usage.

yeah sure here is the text file.
also I was already planning to change my cpu and i bought one. Will changing help at all? I mean i hope it does im falling back on season pass hahaha.
