fps stuck at 60max after using, then deleting +fps_max 60 command

No matter what I set my fps to now in nvidia inspector, MSI Afterburner, RivaTunerStatsServer, Origin's Advanced Launch Options, I can't get my fps to go back above 60.

I had endless crashing till I set all my graphics settings to their lowest values, and used nvidia inspector to cap my fps at 60. But now I'm more stable and want to raise my fps up in 5fps increments till my videocard crashes again so I can find my sweetspot till the game is patched.

Anyways now it seems even if I set my fps in inspector, afterburner or rivatuner to 144 let alone 72 or even 61 I can't get fps higher than 60!

Is their some other video setting I am missing that caps your framerate at a max of 60fps? Windows Borderless is what I am running. I've tried enabling, disabling v-sync. Adaptive FPS set to 100, set the "+fps_max 0" in Origin and still fps is stuck at 60.

What am i missing here?

nvidia inspector doesn't actually install anywhere does it when you run it. As maybe there is some config file left over in nvidia inspector I can't find holding me back?

P.S. FPS is back to off/uncapped in nvidia inspector's settings.

Nothing would get my FPS up past 60 again. I had to uninstall APEX, run ccleaner to clean the registry of any left over game regkeys. Then reinstall APEX.

I ran APEX anew with no apps or via Origin commands to cap the fps. FPS ran as high as 140 but as I suspected the game crashes within seconds of me landing from the initial drop. GPU showed as hitting 100% via MSI/Riva app.

Capped the FPS at 72 with the "+fps_max 72" command via Origin then launched the game again. Ran at 72fps out of match, but as soon as I went into a match the fps peaked at 60fps and wouldn't go a frame higher. Removed the +fps_max 72 command but game still maxes out at 60fps. Even tried +fps_max unlimited, +fps_max 0" but no change. FPS capped at 60. Uninstalled APEX Again! and fps runs normally up to low 140's but of course it crashes in a match very soon after landing.

So it's as if their is some setting/registrykey/whoknowswhat that remains in the settings of the game locking fps to a max of 60 no matter what I set the FPS limit to. Even after removing said artificial limit.
