From what I'm seeing in the video it seems like it perfectly mimics the behaviour when there are corrupted store/game assets.
Could you try moving all the folders in this directory to somewhere else: %userprofile%\Saved Games\Respawn\Apex
Keybinds and other settings are also stored in those folders, hence why you'll temporarily need to move them if you want to keep those settings backed up.
Play a few games after doing so and see if it persists.
Repairing the game via the game launcher or reinstalling the game won't touch the files in the previously mentioned directory, hence why you have to move or delete them manually from that directory.
