Game not loading or stuck in preloading for party members

The game gets stuck not loading and for other people in my party it just says I'm stuck preloading indefinitely. When I start the game up and join my friends party the game gets stuck loading the map and doesn't actually finish. I've waited 1/2 an hour for the map to load only for the game to kick me out and give me an error code. I've tried verifying the integrity of steam files and restarting the game and to go as far as to uninstall and reinstall the game or restart my computer. None of these have fixed this issue. Does anyone know how to fix this?
