how to change my fps

Hi guys, 

I'm trying to change my fps on Apex Legends. 

(steam)

I've tried enabling steam overlay, and the +fps_max idea, but that doesn't work either. my fps flutters about for a little bit between 70-80 before going back to 60. 

for reference, I have a NVIDIA RTX 3060ti and AMD Ryzen 9 7950X so I shouldn't be getting 70-80 either, i can more than likely run at my monitor of 165Hz. 

I couldn't find any settings in the game which could be causing a limiter and I play other steam games at usual fps fine.
