I am being put into Chinese servers despite region being US and data center NY

For the past couple days I have been having lots of problems with Apex Legends. First I came back after months of not playing and came to find out my account was banned for cheating. I was hacked and the person cheated on my account and got it banned, also changed my region from US to Afghanistan. I contacted EA and we got this solved fast, the ban was lifted from my account and I was able to play again. But now when ever I search for a game there are only 3-5 players in queue at a time and when the game starts there is a total of 4-5 players. My friends can play games normally but if they join my party or I join them the problem persists. I have tried every trouble shooting step imaginable and I have been in constant contact with EA help for the past two days (they have been NO help) and was told to come here. I searched Google and Reddit and cannot find any info on this problem. In the game I joined about 1 hour ago I managed to communicate with 2 squad mates which is very rare to have at this point, and apparently I am on Chinese servers and they live in China, their account were also banned before. One EA rep told me that their are lobbies where they put cheaters and that eventually it would take me out of these servers if I just kept playing but after doing that for a whole night I asked the next EA rep I had about it and he said those don't exist. The last EA rep I talked to said this is the only place a specialist will answer me, please help me solve this incredibly frustrating and rare issue that I am having.
