i can't play 4:3 resolution on full screen

why i can't play 4:3 on full screen, does +mat_letterbox_aspect_goal 1.33 +mat_letterbox_aspect_threshold 1.33 not work any more?

I have 1100 hours in this game, and I also put some money in it aswell. Its sad to see that such a great game is going downhill.
