You want to delete your account so that you can make a new account?
Does the account you want to delete have an active sanction on it?
Deleting accounts Just so you are aware EA will not Delete accounts that have Active Bans on them. The Ban would have to be lifted before you can delete the account.
From EA " We won't delete any account that has been banned. To delete your EA Account, you’ll first need to appeal your ban
