I5-4570, GTX 1080 - Unplayable lags, stutters, input-lag.

Recently (1-2 days), the performance in the game dropped to zero. FPS during the test is normal, but in fact there is a huge response delay, a torn picture and microfreezes. I tried to change the drivers, reinstalled Windows 3 times from different sources, changed the settings in the game, turned off the antivirus, capped fps at 60 (https://www.youtube.com/watch?v=z70TRE4ZZiQ)  - all this did not help. PC specifications - I5-4570, EVGA GTX 1080, 8GB RAM, game on ssd 120G. I would be happy to provide any other information. (I also noticed that in-game my core frequencies are limited to 3400 MHz while in other games or software max. frequencies are 3600 MHz). P.S. Sorry for bad english
